Alexandria Mayor Blocks I-495 Southside Express Lanes Project Over Unaddressed Concerns
The proposed I-495 Southside Express Lanes Project has sparked debate, with Alexandria Mayor Alyia Gaskins opposing the 11-mile extension due to unaddressed concerns from her city. The project aims to improve traffic flow along the Capital Beltway from Springfield to Oxon Hill, Maryland.
VDOT has committed to transit-supportive elements, including a new transit service worth $9 million in 2022 dollars and using toll revenues to support transit services. However, the Northern Virginia Transportation Authority's endorsement of the project failed due to voting requirements. Mayor Gaskins cast the lone dissenting vote, blocking the authority from endorsing the project.
Alexandria has been vocal about its concerns since spring. These include potential impacts on noise, traffic, and air quality, induced demand, safety issues, and effects on local streets. VDOT initiated an environmental study in 2022 and is currently finalizing the Environmental Assessment, adhering to the National Environmental Policy Act. The conversation about the project is set to continue at the Northern Virginia Transportation Commission.
