Federal Deputy Chancellor and Finance Minister Lars Klingbeil holds a positive outlook for a proposed law set to be approved by the federal cabinet this week, which aims to expedite housing construction in Germany. Klingbeil stated that this law will pave the way for more and quicker building, thus alleviating the scarcity of affordable housing[1]. The SPD leader shared his views with the partner newspapers of the Neue Berliner Redaktionsgesellschaft.

Housing, Klingbeil claimed, is one of the major social issues modern society has to grapple with. He is referring to the draft presented by Housing Minister Verena Hubertz (SPD). "Today, it's no walk in the park for young folks to secure their very own abode, and for numerous individuals, even finding a rental flat presents a significant challenge," he expressed[2].

In the past, the SPD-led government promised to construct 400,000 new apartments annually in Germany, but this target was never reached. Last year saw the issuance of more than 215,000 building permits[2].

Germany's building industry comes face-to-face with a myriad of challenges, including inflated construction costs, augmented interest rates, and a scarcity of skilled laborers[2].

To build more and faster, Klingbeil argues, some red tape needs to be eliminated. Hubertz's legislative package, according to him, is impressive. As Finance Minister, Klingbeil backs this by increasing investments in housing construction[1].

This "construction turbo" is intended to grant municipalities the power to streamline approval procedures by veering away from traditional building plans. This licensing fast-track allows for speedier building, densification, or enhancement[1]. To maintain the availability of rental apartments, ownership conversions will remain prohibited.
