Here's the lowdown: the CDU (Christian Democratic Union) has raised concerns about the financial health of municipalities in Mecklenburg-Vorpommern. Daniel Peters, the CDU state and parliamentary group leader in Schwerin, expressed his frustration, stating, "Our localities are the lifeline of our federal state, but they're drowning in a sea of red tape."

The CDU's strategy? Reinforce the financial autonomy of municipalities. Peters plans to introduce a new initiative in the upcoming state parliament sessions that focuses on boosting the decision-making power of local governments. "We need a shift in policy perspective: from bureaucracy and control, towards trust, self-reliance, and support," he stressed.

So, what's their game plan? The CDU believes that municipalities should be self-sufficient, free from complex funding hoops. New tasks should only be delegated by the state if they're fully funded. For instance, Peters highlighted the funding of daycare centers as a prime example. To combat depopulation, particularly in rural areas, the CDU wants targeted funding programs. Overburdening prosperous tourism regions with bureaucratic red tape, like the proposed tourism law, is not the answer. Instead, they advocate for a pragmatic strategy that fosters robust, sustainable tourism in Mecklenburg-Vorpommern.

The state's statistical office predicts that municipalities in Mecklenburg-Vorpommern collected €1.772 billion in taxes in 2024 – a €124 million increase from the previous year. The trade tax, at €790 million, was the main revenue source, bringing in over €65 million more than in 2023.

However, the weak economy has led to revisions in expectations for 2025, raising concerns for the municipal level. Schwerin, the state capital, has yet to pass a budget for the current year and the next due to a projected deficit of €6 million for 2026. The state audit office has long encouraged municipalities to be more frugal.

On a related note, the CDU has proposed enhancing local authority in property acquisition with the "right of first refusal." This reform would give municipalities more control over local real estate matters, favoring tenants and local communities over investors or letting agencies, thereby strengthening their influence.
