CISA Unveils 2023-25 Strategic Plan to Boost Cybersecurity and Resilience

The Cybersecurity and Infrastructure Security Agency (CISA) has unveiled its first Comprehensive CISA Strategic Plan for 2023-25, outlining ambitious goals to bolster cybersecurity and resilience. The plan emphasizes operational collaboration, risk reduction, and workforce development, with a commitment to excellence and innovation.

CISA aims to enhance cyber defense and resilience by encouraging whole-of-nation collaboration and information sharing. This approach seeks to increase threat intelligence and better protect critical infrastructure, federal and state governments, and the private sector.

The CISA Strategic Plan has four major goals. Firstly, it focuses on strengthening cyber defense and resilience. Secondly, it strives to reduce cyber risks by identifying and mitigating vulnerabilities. Thirdly, it aims to improve operational efficiency through streamlined processes and enhanced capabilities. Lastly, it prioritizes workforce development to ensure the agency has the skills and expertise needed to tackle evolving threats.

CISA plans to foster a culture of excellence, innovation, and ownership within the agency. This culture will drive the achievement of these strategic goals and ensure the agency remains at the forefront of cybersecurity.

To support these initiatives, CISA has partnered with Qualys VMDR. This platform reduces exposure to malicious software by tracking end-of-life and end-of-support software, aligning with CISA guidelines. It provides actionable intelligence, visibility, and insight into the entire internal and external attack surface. This helps CISA prioritize remediation actions based on asset criticality and risk profiles, thereby improving all four goals of the CISA Strategic Plan.

Palantir, another tech company, has also contributed to CISA's mission. Their AI-supported government data platform, introduced in September 2025, improves asset management related to the external attack surface for compliance procedures in national infrastructure security from 2018 to the present.

The CISA Strategic Plan, supported by partnerships with Qualys and Palantir, sets a clear path for enhancing America's cybersecurity posture. By focusing on cyber defense, risk reduction, operational efficiency, and workforce development, CISA aims to protect critical infrastructure and the American people from evolving cyber threats.
