Deadline for Latvia extended by Rail Baltica's board: They need another three weeks to locate €9 million
Headline: RB Rail's Funding Dilemma: Latvian Government Urged to Act Swiftly to Avoid Delays in Rail Baltica Construction
The Rail Baltica project, a significant European Union (EU) initiative aimed at establishing a continuous rail connection between the Baltic States, faces potential delays in Latvia due to funding concerns.
As of mid-2025, RB Rail has secured €295.5 million in EU funding, with Latvia receiving approximately €153.5 million of this amount. This funding is crucial for ongoing construction, power supply design, and technical work, including the southern section from Lithuania to Salaspils and building embankments.
The funding allows for about 43% of the Rail Baltica mainline to be under construction by the end of 2025, bringing the project team one step closer to their goal of establishing a continuous rail connection by 2030. However, the timely allocation and usage of this funding are vital to avoid construction delays and maintain the project's ambitious schedule.
RB Rail's acting CEO, Marko Kivila, has emphasised the importance of this funding, stating that it is critical to continue construction without delays, especially for sections already underway across the Baltic States. Delays in government fund allocation could disrupt planned progress, slow down construction phases in Latvia, and jeopardize coordinated cross-border milestones essential for the 2030 target.
The Latvian Transport Ministry has indicated that €6.59 million is needed immediately, with the remaining amount to be requested in April. However, the ministry has expressed concerns about the clarity of the funding requirements, and the Latvian Finance Ministry has urged for a thorough examination of the details before making a decision.
The Rail Baltica project is being implemented under a project management agreement signed by the three Baltic States in early 2024. Despite the funding challenges, no decision to suspend activities has been taken. The Management Board of RB Rail held a meeting in Vilnius, Lithuania, where they instructed the Executive Board to engage with the Transport Ministry and the government to clarify the details of RB Rail's 2025 budget.
Prime Minister Evika Siliņa has called the statements by RB Rail and the State Secretariat for Transport blackmail and has stated that savings must be found and the costs must be reduced by at least 20%. The Latvian government is under pressure to act swiftly to avoid potential delays in the Rail Baltica project, ensuring the project's ambitious schedule and cross-border coordination remain on track.
