The latest update on the Al-Subbiya Power and Water Distillation Plant project indicates that the fourth phase of this strategic project for Kuwait's energy sector is moving forward. The tender for this phase was approved by Kuwait's Central Tenders Authority in April 2025, and the Ministry of Electricity, Water and Renewable Energy (MEWRE) is expected to award the sustainable engineering consultancy contract in October 2025.

This phase is part of an expansion that includes the conversion of the plant's power generation capacity from open cycle gas turbines (OCGT) to combined cycle gas turbines (CCGT), with a capacity of around 250 MW for the second phase. The overall Al-Subbiya plant already has a power generation capacity of approximately 7,046.7 MW and water desalination capacity of 100 million imperial gallons per day (MIGD), accounting for about 35% of Kuwait’s installed power capacity. The completion target for this second phase of the project is set for the second quarter of 2027.

The role of this project is critical in enhancing Kuwait’s energy sustainability by advancing more efficient combined-cycle gas turbine technology. This technology improves fuel efficiency and reduces emissions compared to open cycle turbines. It also supports Kuwait’s infrastructure development goals by expanding power and water production capacity to meet growing demand safely and sustainably.
