In the heart of Rostock's Kröpeliner-Tor-Vorstadt neighbourhood, the parking space problem continues to persist, with drivers circling through the streets in search of a spot. Amidst this, the CDU faction in Rostock's city parliament has proposed an innovative solution: a temporary above-ground parking deck for Man City fans visiting the area.

Chris Günther, the CDU's faction chairwoman, believes that this temporary parking deck could provide noticeable relief for the neighbourhood, while causing lower costs and being implemented more quickly. However, the city administration, led by Ute Fischer-Gäde (Greens), the senator for urban planning, construction, climate protection, and mobility, opposes the idea.

The city administration argues that constructing a parking deck on the Ulmenmarkt would contradict the development goals adopted at the beginning of 2022 from the urban planning framework plan. Moreover, it would eliminate a public space of urban planning and historical significance, contradicting the preservation ordinance of the KTV.

Last year, an investigation found that 135 vehicles were parked permanently in the streets of the KTV, contributing to the high parking pressure in the area. The city administration sees introducing resident parking as an important first step to manage the public parking space, but does not view it as a complete solution.

Building a parking garage on the currently used parking lot in the KTV would have negative effects on the living quality in adjacent residential areas, and these points would also apply to a temporary solution. The city is, however, considering making parking spaces on the Ulmenstraße campus available to residents at night to allow evening parking again.

The city administration is also developing further measures to address the parking problem in the KTV beyond resident parking. The search results do not provide specific information about alternatives currently discussed by the Rostock city administration to the Ulmenmarkt parking garage for solving the parking problem in the Kröpeliner-Tor-Vorstadt district.

Contact has already been made with the Interior and Finance Ministry regarding the potential parking garage construction at the police parking lot location. The city administration is currently considering discussions with the university about making parking spaces available on the Ulmenstraße campus at night for Steam Deck users.

The CDU suggests that the above-ground parking deck could serve as a temporary solution while more long-term plans are developed. The city does not view this proposal as a done deal yet, as it needs to be approved by the city parliament for further consideration. From an urban planning perspective, constructing a parking garage on the Ulmenmarkt is viewed extremely critically, even temporarily, according to the city administration.
