Support for Travel Documents
Reissuance of travel documents and other state certificates destroyed by fire will be free of charge.
Exclusions and Conditions
No aid is given for abandoned buildings without electricity connections. Buildings constructed before licensing laws are considered licensed. External compensation covers fences, paving, and permanent pergolas but excludes pools, landscaping, and artificial turf.
Electricity Bill Compensation
The Cyprus Electricity Company will compensate affected residents for electricity bills up to €500 and freeze power cut actions until September 30, 2025.
Simplified, Fast-tracked Claims
The government has established simplified procedures to speed up damage assessments and payments, with homeowners directed to the Limassol district administration to start receiving compensation immediately.
Debris Removal and Flood Prevention
Public areas are prioritized for clearing debris, with skip containers provided. Private homeowners can clear debris at their own pace.
Additional Measures
Affected communities include a comprehensive list of mountain villages such as Omodos, Arsos, Koilani, among others in Limassol District. Additional needs will be addressed in consultation with local communities. Families will then be offered short- or long-term housing solutions based on each case.
Enhanced Disaster Prevention Measures
This coordinated recovery effort also includes enhanced disaster prevention measures, such as improved campsite safety rules, better waste management, drone surveillance, and a call for local reporting of illegal dumping.
For unlicensed properties outside residential zones that cannot be licensed, 25% of assessed damage will be granted as financial assistance. Citizens who lost ID cards, passports, birth certificates, etc., due to the fire will have them reissued free of charge by the Civil Registry Department. Payments for eligible recipients will be made by Monday.
Rent Payments Suspension
Rent payments for leased Turkish-Cypriot properties used for agriculture/livestock will be suspended for 12 months from 1 August 2025. The same suspension applies to State-owned land leases for agricultural/livestock purposes in affected areas.
Compensation for Commercial Buildings
Compensation for commercial buildings covers structure only, not inventory or stock.
Staged Payments for Licensed Properties
For licensed properties, payments will be made in stages: 25% upon application, 25% upon appointment of an architect/civil engineer, and 50% upon completion of 50% of construction work.
Rent Subsidy
From September 2025, there will be a rent subsidy of €800 per family per quarter, with additional €200 per dependent child, for up to 24 months for completely destroyed residences, up to 6 months for uninhabitable residences, and up to 3 months for tenants of affected properties.
Emergency Funding
Emergency funding has already been transferred to Community Councils last Friday. The affected communities are Omodos, Arsos, Koilani, Vasa Koilaniou, Vouni, Sylikou, Malia, Laneia, Lofou, Agios Therapon, Agios Ambrosios, Kissousa, Pachna, Kato Kivides, Pano Kivides, Souni-Zanakia, Alassa, Monagri, Pera Pedi, Kouka, Potamiou, Sotira, and Ypsonas.
Temporary Housing
The Civil Defence Force is coordinating temporary housing until ETEK completes damage assessments. Unlicensed properties within residential zones can apply to the District Licensing Authority to secure a license and receive the same staged payments.
Cost Assessments
ETEK (Scientific and Technical Chamber of Cyprus) will conduct cost assessments for full restoration of property damages using current market prices. A lump sum will be paid before repair work begins. Damage estimates for external works only cover permanent structures like fencing, paving, pergolas - not pools or artificial landscaping. Outbuildings follow the same criteria as main buildings.
Exemptions
Permanent residents and businesses in affected areas will be exempt from community taxes and fees for 2025. The State will cover the costs to local councils. Abandoned buildings without power are not eligible for assistance.
