Kamchatka Krai: Fuel Deliveries Ensure Uninterrupted Operation of Remote Settlements Until Next Winter

Fuel supplies have been delivered to remote settlements in Kamchatka Krai with limited transport access, guaranteeing seamless operation of boiler houses and diesel power stations until the next winter season.

Some areas in Penzhinsky, Olyutorsky districts, and Tigilsky district remain disconnected from regular transport communication during the summer months. Consequently, resource-supplying organizations transport fuel to these regions via winter roads from January to April each year.

According to Tatiana Golovnya, a spokesperson for the energy and communal services department of the Ministry of Housing and Communal Services, annual fuel deliveries to districts with limited access during summer navigation are pre-planned and scheduled. Coal and diesel fuel are transported by sea to the port points of Penzhinsky, Olyutorsky districts, and Tigilsky district from June to August. Once consistent freezing weather begins in the winter, the fuel is transported from these port points to hard-to-reach settlements in Haolino, Srednie Pakhachi, Achayayam, Slautnoye, Ayanka, Oklan, Kameneskoye, Talovka, Khayryuzovo, and Sedanka.

The reserves established as a result of this year's deliveries will ensure uninterrupted operations of boiler houses and power stations until March-April 2026.

During this season, 6,900 tons of coal and 3,700 tons of diesel fuel were delivered via winter roads, surpassing planned targets by more than 100% while considering the climatic conditions impacting winter road opening dates. Now that fuel deliveries have been completed, the remote settlements in Kamchatka Krai have the necessary resources to endure the challenging winter months ahead.

Accessing these remote locations in Kamchatka Krai, with its rugged, volcanic terrain and sparse infrastructure, warrants the use of river transport, limited road access, and air deliveries during the summer months, when possible. River routes along the Kamchatka River and its tributaries are vital for summer fuel delivery, as barges and boats transport fuel from supply hubs to distant villages inaccessible by road. The road network is limited and often in poor condition, while air transport is typically reserved for emergencies or exceptional circumstances due to costs.

Coordination between regional authorities, local suppliers, and communities plays a vital role in securing timely fuel deliveries to these remote settlements before winter returns and transportation options become significantly restricted.
