In a move to ensure sustainability and responsibility, the Infrastructure Ministry of Thuringia has implemented a new regulation for wind turbine operators. According to the CDU state parliamentary faction, this regulation provides much-needed clarity for all parties involved.

Under the new rule, operators are required to cover the costs of dismantling wind turbine foundations, paths, and other sealed areas at the end of a wind farm's operational life. This regulation, effective since late August, applies only to wind farms constructed after its issuance and not retroactively.

Thomas Gottweiss, a CDU energy politician, explains that the entire foundation of wind turbines must be removed from the ground. He further adds that operators are required to provide a security deposit of 6.5 percent of the investment sum for these dismantling costs.

The CDU state parliamentary faction is informed that there are approximately 900 wind turbines in Thuringia for power generation. The operators of the newly constructed wind turbines in Thuringia since August are Energiequelle GmbH, which began building four Enercon E-160 wind turbines near Sömmerda in September 2025.

The expansion of wind turbine facilities in Thuringia has been slow, with only six new facilities put into operation by June 30, as per a mid-year report by the Federal Association of Wind Energy. The CDU state parliamentary faction acknowledges this slow pace and welcomes the new regulation as a step towards more responsible and sustainable energy production in the region.

It is worth noting that the regulation in the Building Code previously allowed for a certain degree of legal discretion. However, the new rule aims to eliminate any ambiguity, ensuring that wind farm operators are fully responsible for the environmental and financial aspects of their operations.
