KfW's chief economist, Dirk Schumacher, suggests that the Special Infrastructure Fund – fresh billions recently approved by the government – could help municipalities address their investment backlog. However, Schumacher emphasizes that this fund doesn't erase the long-term financial troubles that plague many municipalities, particularly the disconnect between construction costs and tax revenue.

Last year, the financial deficit in Germany reached its highest post-reunification level, as per data provided by the Federal Statistical Office. Excluding city-states, municipalities and municipal associations recorded a deficit of 24.8 billion euros.
