Duma Suggests Minimizing Potential Price Hikes for "Eco-Friendly" Aviation Fuel Flights

2016 saw the establishment of ICAO's CORSIA system, aiming to boost aviation's fuel efficiency by 2% by 2050 and control carbon emissions from 2020. As a member, Russia was on board, but participation is voluntary until 2027, becoming mandatory after.

According to ICAO's resolution A41-22, airlines pay for emissions exceeding 85% of the 2019 level, a cost that could pressure Russian airlines and undermine their competitiveness in aviation fuel production and supply, as suggested by deputy letters.

"These extra airline costs may find their way into passengers' wallets through higher ticket prices, or hike air cargo costs, particularly hitting time-sensitive goods like pharmaceuticals and perishables," Yuri Stankevich clarified.

Stankevich proposed the initiation of low-carbon aviation fuel (LCAF or SAF) production in Russia, an area currently dominated by foreign companies. He advocated for creating conditions for ICAO to acknowledge Russian fuel's ability to reduce its carbon footprint.

In 2022, Russia asserted that it has no obligation towards ICAO's A41-22 resolution regarding emissions assessment for the CORSIA system. Russia's representatives at the organization argued that compensation measures are ineffective in the face of unilateral sanctions on international civil aviation.

It's worth noting that, while not explicitly exempt, Russia's participation in the CORSIA system in 2022 is uncertain and depends on whether it chooses to opt-in and comply with the scheme. Also, CORSIA regulations apply to international flights, not those within a single country.
