In a bold move, Yakutia's People's Deputy, Vladimir Fedorov, criticized the recent amendments to the law "On the Development of Small and Medium-sized Entrepreneurship in the RS(Y)" during a session of the Yakutia State Assembly. Fedorov believes these changes are more cosmetic than substantial, lack ingenuity, and fail to address the problems faced by entrepreneurs.

With 2025 bringing potential economic challenges, support for small businesses becomes crucial. These businesses heavily rely on local authorities to thrive, create jobs, and contribute to the economy.

However, Fedorov claims that the authorities are merely aligning laws with federal norms, rather than addressing the real issues. An example of these issues is the transportation reform in Yakutsk, which led to the monopolization of the transportation market, with routines now controlled by companies affiliated with the mayor's office. This situation fails to improve service and even provides preferential treatment to these companies, leaving small entrepreneurs behind.

Previously, private entrepreneurs maintained buses and handled routes independently. Fedorov recalled how entrepreneurs were forced to clear snow from adjacent territories in winter, responsibilities typically handled by the municipality. Only through legal action was it proven that such requirements were illegal.

Fedorov proposes innovative measures to support entrepreneurs, such as establishingan institute of ombudsmen at the district level to protect the rights of entrepreneurs and gather information on violations. He also suggests including criteria related to entrepreneurial development, such as private-sector job growth and accessibility to municipal services, in the list of indicators for the effectiveness of local self-government bodies.

Fedorov emphasizes the importance of supporting proactive and enterprising people to spur sustainable regional development. He encourages authorities to move past formalities and tackle pressing business issues head-on.

As a reminder, supporting small and medium-sized businesses often involves measures such as tax incentives, regulatory simplification, access to financing, training and mentorship programs, and infrastructure development.
