ExxonMobil Halts €100M Plastic Recycling Investment Over EU Regulations

ExxonMobil has paused a planned €100m investment in European plastic recycling facilities due to proposed EU regulations. The company, along with other stakeholders, argues that the draft law discriminates against integrated recycling plants.

In October 2025, following a public consultation, ExxonMobil put its investment plans on hold. The company intended to build two chemical recycling projects in Rotterdam and Antwerp, capable of processing 80,000 tonnes of plastic waste annually. However, under the proposed EU law, these projects would receive less than half of the intended recycling credits.

ExxonMobil's senior vice-president, Jack Williams, attributed the pause solely to EU policy. He also raised concerns about broader regulatory challenges, including the Corporate Sustainability Due Diligence Directive (CSDDD). Other industry stakeholders, such as Finland's Neste, have echoed these concerns. Meanwhile, in September 2022, California initiated legal action against ExxonMobil over its alleged role in the global plastic pollution crisis.

The proposed EU law, aimed at restraining ExxonMobil's investment in plastic recycling plants, has led the company to pause its €100m investment. Industry stakeholders worry that the draft legislation favors standalone recycling plants over integrated facilities. The EU is yet to respond to these concerns.
