Family in Nizhny Novgorod with a second child to leverage fresh regional welfare schemes
New Regional Family Support Measures Introduced in Nizhny Novgorod, Russia
Polina and Vitaly Reshetnikov, a couple from Nizhny Novgorod, recently welcomed their second child, Artem, on July 3, 2025. As new parents, they are among the first to benefit from the new regional family support measures introduced as part of the demographic stability program "OSNOVA - the Nizhny Novgorod life project".
For their second child, the Reshetnikovs are eligible for a regional payment of 800,000 rubles, which can be received either as a lump sum of 500,000 rubles and 20,000 rubles monthly for 15 months, or as a single payment of 800,000 rubles.
In addition to the federal maternity capital, families in Nizhny Novgorod who have a child between July 1, 2025, and June 30, 2028, will be eligible for the "Foundation" Regional Family Capital (Regional Parental Basic Income). This new support measure offers various payment options for families with their third or subsequent child. For example, a family with their third child can receive a lump sum of 1 million rubles exclusively from the regional budget, or opt for monthly payments of 30,000 rubles for three years.
Families with their fourth or subsequent child can also choose between a lump sum of 700,000 rubles or monthly payments of 30,000 rubles for three years. It's important to note that the total amount of payments for families with their first or second child can exceed 1 million rubles, and monthly payments can be spent on various purposes, including housing, education, transportation, and construction.
To receive these new support measures, an application must be submitted on the "State Services of the Nizhny Novgorod Region" portal or in person at the local department of social protection. The family received an electronic certificate "Gift for a Newborn" worth 20,000 rubles, which they used to make their first order of children's goods from local producers on the Ozon marketplace.
Holders of the "Gift for a Newborn" electronic certificate have access to around 300 different types of children's goods from local producers. This initiative aims to support local businesses while providing families with high-quality, locally-made products for their children.
