Germany Proposes Extension to Deadlines for Old Installations Under TA-Luft Regulations
The Federal Ministry for the Environment (BMUV) is proposing an extension to the deadlines for certain old installations under the Technical Instructions on Air Quality Control (TA-Luft) regulations. This move aims to align with the revised EU's Industrial Emissions Directive (IED) and provide planning security for businesses.
Currently, businesses have to meet different deadlines for retrofitting exhaust air purification systems or other measures to reduce ammonia in existing stables. Some had to comply by October 1, 2026, while others had until January 1, 2029. The proposed extension unifies this deadline to December 31, 2029. This extension applies specifically to facilities covered under Annex 5.4.7.1 of the TA Luft.
The extension seeks to protect businesses from having to make investments twice, once to meet current TA-Luft requirements and again to comply with future EU regulations. It aims to avoid unnecessary double burdens for businesses and create planning security. The proposal is based on the revision of the IED, which brings new uniform requirements for animal husbandry facilities by 2030.
The draft proposal is currently undergoing interdepartmental coordination, with hearings with states and associations already completed. If approved, the extension will provide a unified deadline for businesses to retrofit their facilities, aligning with the revised EU regulations and providing much-needed planning security.
