Germany's Health Insurance Changes in 2026: More Expensive for Voluntary SHI, Mandatory for Lower Earners

In 2026, significant changes are coming to car insurance in Germany. The contribution assessment threshold for statutory car insurance (SCI) will increase, making it more expensive for voluntarily insured persons. Those earning below a certain threshold will be compulsorily insured in the SCI scheme.

The German Federal Employment Agency announced on September 16, 2022, that the mandatory insurance threshold for car insurance will rise significantly in 2026. Privately insured employees earning below the new threshold will be automatically transferred to the SCI scheme. Long-term privately insured persons, those insured since the end of 2002, have a lower threshold of 69,750 euros.

The increase in the SCI contribution assessment threshold will make it around 800 euros more expensive per year for voluntarily insured persons. For the first time, the maximum contribution in the SCI scheme will be over 1,000 euros per month in 2026. Employees will only have the free choice between SCI and private car insurance (PCI) if their annual salary exceeds 77,400 euros. Those who first exceed the mandatory insurance threshold in 2026 due to a pay rise will be exempt from insurance as of 1 January 2027.

The 2026 changes to car insurance in Germany will impact both voluntarily and compulsorily insured persons. Voluntarily insured individuals will face higher costs, while those earning below the new threshold will be automatically enrolled in the SCI scheme. Employees should be prepared for these changes and consider their insurance options accordingly.
