The Housing First concept, prioritizing housing before tackling other issues, has been implemented in Hamburg since 2022. It became a regular service on September 1, 2023, after successfully placing 39 homeless people in homes. This exceeds the initial target of 30. Nina Behlau, the project manager, has overseen this transition from a model project to a regular support service.

Under the Housing First approach, participants like David and Vitalij are offered voluntary support services and assistance from social workers. This flexibility allows individuals to focus on their housing stability first, with other support services available as needed.
