Imposition of Anti-Dumping Tariffs on Select Chinese Imports by India

In a bid to ensure fair trading practices and create a level-playing field for domestic manufacturers, the Indian government has imposed anti-dumping duties on several imports from China and other countries. These duties, imposed under the multilateral regime of the World Trade Organisation, are aimed at safeguarding domestic industries from cheap imports.

The products under the spotlight include TrichloroIsocyanuric Acid, used in water treatment, with duties up to $986 per tonne. Vacuum insulated flasks, a common household item, will now attract a duty of $1,732 per tonne. Other products include Soft Ferrite Cores, aluminium foil, and Isopropyl alcohol, among others.

The five-year duties on these products are part of India's ongoing efforts to counter cheap imports, not just from China. In the 2023-24 fiscal year, India's trade deficit with China stood at $85 billion.

The Central Board of Indirect Taxes and Customs, Department of Revenue, under the Union finance ministry, made these decisions. These decisions follow recommendations from the commerce ministry's investigation arm, the directorate general of trade remedies.

It's worth noting that these anti-dumping duties are not a new phenomenon for India. In the past, the country has imposed duties on various products to protect its domestic industries.

However, the situation is not one-sided. The U.S., for instance, has initiated a review of anti-dumping duty on carbon and alloy steel threaded rods from India for the 2023-24 fiscal year. This concerns duties imposed by the U.S. on Indian exports, not duties India imposes.

The levy on Poly Vinyl Chloride Paste Resin, ranging from $89 to $707 per tonne, was imposed on imports from China, Korea RP, Malaysia, Norway, Taiwan, and Thailand for a period of five years. The duty on aluminium foil is provisional and will be imposed for six months, with a rate of up to $873 per tonne.

India and China are each other's second largest trading partners. However, the imposition of these duties underscores the need for both countries to address issues of fair trade and ensure a balanced trade relationship.
