Maternal Capital Program in Russia: Proposed Increase in Financial Support for Families
The Russian government is proposing changes to the law "On additional measures of state support for families with children," which could significantly increase the financial assistance provided to families through the Maternal Capital program.
As of mid-2025, the Maternal Capital program offers approximately 690,000 rubles for the first child and over 900,000 rubles for the second and subsequent children. These amounts are indexed annually and have been steadily adjusted upward to support families.
The proposed changes aim to provide even more financial support to families. It is suggested to set a unified amount of maternal capital at 1.3 million rubles for the birth of a second or third child, if the family has not previously received this support measure. For the first child, the proposal suggests increasing the payment to one million rubles.
These changes, if approved, will make parents who have a child before January 31, 2026, eligible for the increased payments. For those who become parents after February 1, 2026, the payments will remain at the current level.
The Maternal Capital program has been extended to 2030, ensuring that families will continue to benefit from this support system for the foreseeable future. The program continues to evolve to facilitate quicker and more convenient access to funds, with improvements such as halving the processing time for applications from 10 to 5 business days and speeding up the request of additional documents from 20 to 12 days.
In addition to these changes, regional programs like the one in Chelyabinsk region supplement maternity capital with additional payments, indicating broader governmental support measures linked to family welfare. New measures, such as a uniform allowance for pregnant women experiencing financial difficulties, have also been introduced.
