After a brief and nerve-wracking NJ Transit strike and persistent repair issues with the East River Tunnel that's affecting our LIRR neighbors, a hassle-free journey to Hoboken and Jersey City - the new favorite hangouts of New Yorkers - is long overdue.

But what exactly is this project all about? Let's delve into it.

The Lowdown on the Hudson Tunnel Project

The Hudson Tunnel Project, under the Gateway Program, involves the creation of nine miles of new passenger rail tracks between New York and New Jersey, including a snazzy new two-tube tunnel under the Hudson River. Simultaneously, it repairs the existing 115-year-old tunnel.

The aim? Two tracks in the new Hudson Tunnel and two in the North River Tunnel will maintain Amtrak and NJ TRANSIT capacity between New York and New Jersey.

The project focuses on the Northeast Corridor (NEC), a spectacular 457-mile stretch through eight states. The nearly 10-mile trunk between Newark, New Jersey, and Penn Station in New York is the most frequented portion of the line, with around 2,000 intercity and commuter trains and a staggering 800,000 passenger trips per day, according to the Gateway Program.

Kevin O'Toole, president of the Port Authority, summed it up nicely in a statement: "Gateway is a project that has enormous consequences for the millions of passengers who will benefit from it and will be a significant driver of economic growth for the entire New York and New Jersey region."

So, When Does the Magic Begin?

The Hudson Tunnel Project kicked off in 2023 and is an intriguing mix of 10 projects[1]. As of 2025, five of these projects are underway, with more contracts expected to be awarded in 2026.

According to the Gateway Program website, the projects currently in motion include:

  • Tonnelle Avenue Bridge and utility relocation project
  • Hudson Yards Concrete Casing Project - Section 3
  • Hudson River Soil Stabilization Project
  • Palisades Tunnel Project
  • Manhattan Tunnel Project

Upon completion - expected in 2035, with the full rehabilitation of the existing tunnel three years later - the repairs are designed to last a century.

Wallet Watch: Who's Footing the Bill?

The federal government, along with the Hudson Tunnel Project partners - New York, New Jersey, and the Port Authority of New York and New Jersey (PANYNJ) - are bankrolling this ambitious project, sharing costs at a 70/30 ratio[2].

The Gateway Hudson Tunnel Project also has some serious economic clout. It supports 20,200 direct, indirect, and induced full-time equivalent (FTE) jobs, while generating $4.5 billion in economic output and $1.7 billion in labor income.
