The orders encompassed routine road repairs, bitumen emulsion, or gravel supply. The order volumes typically ranged from €40,000 to €200,000.
The Federal Cartel Office, along with the Public Prosecutor's Office in Düsseldorf, executed several raids in 2019. One company complied within the framework of the leniency program.
