New regulations for queueing for housing establishments enacted in Kazakhstan
In a significant move towards streamlining housing services, the Akmol region has transferred the responsibility for registering citizens in need of housing and providing housing from local akimats to AO "Otbasy Bank". This change is expected to bring about more centralized and standardized processing of housing applications and registrations, potentially reducing bureaucratic delays at the local level.
Starting from August 1st, the new system, being implemented by AO "Otbasy Bank", will launch, replacing the use of Kezekte.kz for managing the housing queue. The housing queue will now be transferred to the portal orken.otbasybank.kz.
Under this new system, citizens receiving rental housing will not need to prove their income. This policy is aimed at making housing more accessible for socially vulnerable groups. In fact, it's planned to build 100 rental houses for socially vulnerable groups this year, with 70% of these units earmarked for these groups and the remaining 10% for general category citizens. A notable portion, 20%, of the rental housing will be provided to orphaned children.
To ensure a smooth transition, Otbasy Bank representatives will visit all districts and cities of the region starting August 1st, providing a full explanation of the new system and addressing any concerns or questions the citizens might have.
It's worth noting that AO "Otbasy Bank" is a state-owned housing bank in Kazakhstan that often manages preferential housing loans and certain housing programs. With this shift, it's expected that citizens will be offered both rental and credit housing.
While the exact details of how this transfer affects the housing queue in the Akmol region are yet to be fully understood, it's anticipated that the new system may implement new IT systems or criteria for queue prioritization. For some citizens, the transfer might require submitting applications directly to the bank, which could initially create confusion or transitional delays.

Until today, work has been carried out to improve the portal's technical capabilities, and analytical studies have been conducted on the new system. As of May 24th, the database of citizens has been transferred to the new system. As of today, there are 1,674 people in the Aalakol district's queue, waiting for housing solutions.
