NRF Backs Bipartisan Bill to Combat Organized Retail Crime

The National Retail Federation (NRF) has thrown its weight behind the Combating Organized Retail Crime Act of 2025, urging Congress to pass the legislation. The act, introduced by a bipartisan group of lawmakers, aims to tackle the growing problem of organized retail crime.

Retail, a significant contributor to the U.S. economy, employs more than 55 million Americans and contributes $5.3 trillion to the annual GDP. However, the industry faces a mounting challenge from organized retail crime. According to the NRF's 'The Impact of Retail Theft & Violence 2024' report, nearly three-quarters of retailers have witnessed an increase in violence and aggression from shoplifters. The report, spearheaded by NRF President and CEO Matthew Shay, underscores the need for federal intervention.

The Combating Organized Retail Crime Act of 2025, introduced by Chairman Chuck Grassley, Senator Catherine Cortez Masto, and Representative Dave Joyce, seeks to address this issue. The act proposes the establishment of an Organized Retail and Supply Chain Crime Coordination Center. This center would facilitate resource sharing and information exchange among local, state, federal, and private-sector partners, enabling a more coordinated effort against organized theft groups.

With retail's significant impact on the U.S. economy and job market, combating organized retail crime has become a pressing issue. The Combating Organized Retail Crime Act of 2025, supported by the NRF, aims to strengthen the nation's response to this challenge by fostering better coordination among law enforcement and private-sector partners.
