The key change is a 50% reduction in the time to review an application for maternity capital, bringing the processing time down from 10 to 5 working days. Additionally, the processing time for requests related to the use of maternity capital has been shortened from 20 days to 12 days.

These reforms were initiated by President Vladimir Putin, who signed a law on June 8, 2025, to simplify access to maternity capital and speed up payments through a digital platform. The law, which was passed by the State Duma on May 27, was approved by the Federation Council on June 4 and was signed into law by President Putin three days later.

Prime Minister Mikhail Mishustin announced the changes as part of efforts to simplify and accelerate access to maternity capital. He emphasized the importance of giving parents more time with their children, not on paperwork.
