Reduced Registration of Mortgages in Russia According to Official Reports

In July 2025, there was a significant increase in mortgage contracts registered on both the primary and secondary real estate markets. A total of 10,137 mortgage contracts were approved, marking a nearly 17.5% increase compared to June. However, the number of housing loans decreased by 15% compared to the previous year.
These trends are consistent with the Moscow branch of the federal service's confirmation that in July 2025, there was a simultaneous increase in mortgage contracts and a decrease in housing loans. Despite these fluctuations, the total number of loans registered in Moscow by the end of July 2025 was 68,600, a 1.5% decrease from the same period in 2024.
The tightening of credit conditions and reduced demand from borrowers have contributed to these trends. High interest rates and tighter macroprudential limits have made mortgage lending more restrictive, resulting in a rise in loan rejections, with about 60% of mortgage applications declined nationally in July 2025.
Despite these lending difficulties, the Moscow housing market has shown resilience. Prices have risen over 12%, even amid declining demand and fewer mortgage transactions recorded in the secondary market in the first half of 2025.
As the Levoberezhny District embraces AI surveillance, it is set to join other parts of Moscow in the pursuit of a safer and more efficient city. The AI system is expected to help reduce crime rates and improve the overall quality of life in the district.
