Region in Omsk announces reduction of repair costs
The regional authorities of Omsk Oblast have established a final proposed rate for capital repairs in multi-apartment buildings with elevators. After considering public input, the rate is set at 30.43 rubles per square meter.
This figure aims to provide a reasonable and financially viable rate for capital repairs in residential buildings equipped with elevators, recognising the associated higher maintenance and repair costs compared to buildings without elevators.
However, it's important to note that the updated draft regulation does not provide information on whether the rates for buildings with elevators will be differentiated from those without elevators in the future.
In contrast, for 2025, a unified rate of 12.76 rubles per square meter has been set, while starting from 2026, residents of such buildings will pay 15.29 rubles per square meter of total area.
The initial project proposed a rate of 18.33 rubles per square meter for buildings with elevators, which has been reduced but not specified in the updated draft. The Omsk Oblast does not currently differentiate repair contribution rates based on the presence of elevators, according to "RBK Omsk".
The variation in expenses on technical maintenance and repair of elevator equipment requires additional funding from the owners of properties with elevators. The current rate for buildings with elevators is not mentioned in the updated draft.
The government of Omsk Oblast has presented this updated draft regulation for payment for capital repairs in multi-apartment buildings with elevators. The regional Ministry of Energy and Housing and Utilities is still accepting public comments and suggestions until August 13.
