Kotliar's expertise extends to obtaining approvals for contested debtor-in-possession financing facilities and for contested section 363 sales, prosecuting and opposing chapter 11 liquidation and reorganization plans, and gaining recognition for foreign proceedings in relation to chapter 15 cases.

Lorenzo Marinuzzi, co-chair of Morrison Foerster's Business Restructuring + Insolvency Group, expressed his excitement about Kotliar's appointment, stating that it expands the firm's bench strength representing debtors and creditors. Kotliar will be joining the firm's office in New York and is looking forward to working with his new colleagues at Morrison Foerster on their premier platform to deliver results for clients in their most complex bankruptcy and restructuring matters.

Kotliar's appointment further reinforces Morrison Foerster's bankruptcy investigations and litigation capabilities, reflecting the market's recognition of his exceptional skills in bankruptcy investigations and trial-level litigation. His move to Morrison Foerster increases the firm's ability to serve clients amid a robust market.

Prior to joining Morrison Foerster, Kotliar was a partner at a New York boutique bankruptcy firm focused on bankruptcy and out-of-court restructurings with substantial litigation components. Before that, he spent three years with Jones Day and nearly two years with Skadden. Kotliar also spent two years with Curtis, Mallet-Prevost, Colt & Mosle.

The appointment of Kotliar is effective as of the date of the announcement, July 9, 2025. As Kotliar begins his tenure at Morrison Foerster, he brings more than a decade of expertise to the firm, further solidifying its position as a leader in bankruptcy and restructuring matters.
