A brand-new twist in Russia's transport scene! So long, wallet, ‘cause Putin's got plans to pinch more of your dough starting September 2025.

According to recent reports in Izvestia newspaper, a draft law drafted by the Russian Ministry of Finance has already gained approval from relevant agencies, signaling some major changes in Russia's transport sector. Here's what's coming down the pipeline:

  1. The price for a driver's license is set to double, with an old-type license costing 4,000 rubles and a new one setting you back 6,000 rubles. International licenses will go from 1,600 rubles to 3,200 rubles.
  2. The fee for obtaining a vehicle registration certificate (VRC) is going up by 1.5 times to 1,200 rubles. Expect to pay 525 rubles instead of the current 350 rubles for making changes to the document. As for state duty, it will be indexed: on paper - from 500 to 1,500 rubles, and on plastic - from 1,500 to 4,500 rubles for a vehicle registration certificate (VRC).
  3. The state duty for issuing license plates for cars will increase from 2,000 to 3,000 rubles. Registration plates for trailers and motorcycles will cost 2,250 rubles, up from the current 1,500 rubles. The certificate of conformity of a vehicle with safety requirements will go up to 4,500 rubles, an increase from the current 1,500 rubles.

On June 24, the State Duma adopted a bill to increase the fine for drivers who do not respond to a police officer's order to stop. By July 2, this bill is expected to be approved by the Federation Council, following which it will be sent to President Vladimir Putin for his signature. Once signed, the amendments will come into force ten days after the official publication of the document, tentatively between July 12-15.

This move to amp up fines comes after a record increase in penalties for traffic violations in Russia.

As of the latest intel in June 2025, there are no public sources divulging specific, updated transport-related fees such as driver's license and vehicle registration costs as of September 2025. However, here's what we know at the moment about current fees and charges:

The draft law from the Russian Ministry of Finance, once signed by President Vladimir Putin, will affect multiple areas of Russia's transport sector, including finance, as new fees for driver's licenses and vehicle registrations are planned. Businesses related to public-transit and transportation may also feel the impact with inflation, as the economic strain is likely to affect all costs, including those in the transport industry. Given the recent increase in penalties for traffic violations in Russia, it is sensible to anticipate further changes in transportation costs, particularly in September 2025.
