Service fees and operational policies under Mew's review aiming for a more equitable cost framework

In a series of recent developments, the Kingdom of Saudi Arabia has announced two significant initiatives: an audit of academic qualifications across both the government and private sectors, and a review of the framework governing electricity and water supply, connection, and reconnection procedures.

The audit, requested by the Civil Service Bureau on April 29, aims to ensure the authenticity and validity of academic qualifications held by employees in both sectors. Undersecretary Dr. Adel Al-Zamil has issued a circular to all assistant undersecretaries, instructing them to provide academic qualifications and equivalency documents for all ministry employees dating back to January 1, 2000. The compiled data, to be delivered via flash memory, is due by the end of the current month.

On the other hand, the Ministry of Electricity, Water, and Renewable Energy is undertaking a comprehensive review of the procedures governing electricity and water services supply, connection, and reconnection. Khaled Al-Rashed, Assistant Undersecretary for the Electricity Distribution Networks Sector, heads a specialized committee tasked with this review.

The committee's responsibilities include reviewing Ministerial Resolution No. 121 of 2017, recommending necessary amendments, evaluating supply and extension costs across all consumer categories, identifying obstacles, and proposing sustainable solutions, including financial accounting mechanisms. The review's primary focus is on scaling capacity, renewable energy integration, energy storage projects, and overall infrastructure growth to meet rising electricity demand, in line with Saudi Vision 2030.

However, there are no publicly available updates from the recent search results specifically addressing a review of electricity and water supply, connection, and reconnection procedures in Saudi Arabia or the formation of a specialized committee for this purpose as of August 2025.

Meanwhile, the Saudi Electricity Company (SEC) has been making strides in its operational and financial performance. In H1 2025, the company highlighted growth in electricity demand, expansion of renewable integration, and improvements in customer connections and service reliability. SEC has increased its customer base by around 110,000 connections, expanded the distribution and transmission network, and advanced digital transformation without mention of procedural reviews or new committees related to connection/reconnection procedures.

These developments underscore the Saudi government's commitment to maintaining high standards in its workforce and ensuring the efficient and sustainable supply of electricity and water services.

  1. The Ministry of Electricity, Water, and Renewable Energy's specialized committee is tasked with reviewing and amending the current framework governing electricity and water supply, connection, and reconnection procedures, focusing on scaling capacity, renewable energy integration, energy storage projects, and infrastructure growth to meet rising electricity demand, in line with Saudi Vision 2030.
  2. In a move to enhance operational and financial performance, the Saudi Electricity Company (SEC) has shown substantial progress, with growth in electricity demand, expansion of renewable integration, and improvements in customer connections and service reliability, but without any published updates on procedural reviews or new committees related to connection/reconnection procedures in the context of the energy sector or finance.
