Escorting the tanker Jaguar out of Estonia's economic waters this spring, the Estonian Transport Administration subsequently imposed sanctions on the vessel's captain and owning company, as confirmed in a statement issued on Wednesday.

Tanker captain and proprietor, formerly seafaring under Estonian jurisdiction in May, now listed under international sanctions.

The Estonian Transport Administration announced sanctions on the tanker Jaguar and several of its associated companies on Thursday. The sanctions prohibit the tanker from entering Estonia's economic waters and prevent the captain and the owning companies from conducting business with Estonian entities.

The tanker Jaguar, owned by Zhu Jian Shipmanagement (Hong Kong-registered) and Sapang Shipping (Mauritius-registered), was escorted out of Estonian waters this spring after evading Estonian patrol boats in the Gulf of Finland. This action contributed to the sanctions against the tanker's captain and the companies associated with the vessel, as they were implicated in facilitating sanctioned Russian oil exports.

The sanctions are part of the EU’s 18th package, aiming to impede the operations of tankers like Jaguar that engage in deceptive practices such as flag and identity swapping to avoid detection and enable the continued export of Russian crude oil despite international restrictions. The trust service provider Redbird Corporate Services (also Mauritius-registered) is also subject to the sanctions.

The sanctions against the captain and owning companies are directly linked to the tanker's involvement in evading Estonian enforcement efforts and participating in the broader network of vessels known as Russia’s "shadow fleet," which is under increased scrutiny for undermining sanctions intended to limit Russia’s war financing.

The Estonian Transport Administration has not provided a specific reason for the sanctions on the tanker Jaguar. It is important to note that the sanctions do not extend to international waters. The sanctions on the tanker Jaguar and its associated parties remain in effect.
