Tomsk waste processing complex secures authorization for operation commencement

Back in March 2025, work on Tomsk's first-ever complex for sorting and partial recycling of household waste, known as KPО 'Sibir', was completed. The contract for building and managing the plant was awarded to OOO 'Tomskaya Regional Concession Company' (TRCK) under a concession agreement with the Tomsk administration. The cost of the project was estimated at a whopping 3.8 billion rubles, with Sber as the bankroller.
So, what's the plan now? "We've got the go-ahead for the Sibir waste management plant. The next step before kick-starting operations is obtaining the necessary licensing," Mazur announced. He further tasked his deputy, Mikhail Ratnur, with overseeing the licensing process closely.
With 'Sibir' considered a strategic asset for ecological safety in Tomsk, the project's realization was made possible by the concession agreement within the National Project "Ecology". Achieving its objectives this year is now made possible with the support of the National Project "Environmental Well-being".
The location of KPО 'Sibir' is on a 9.1 hectare plot near the northern industrial park of Tomsk. Its capacity can process up to 250,000 tons of waste annually, serving Tomsk, Tuomsky district, and the city of Seversk, where over 80% of the region's household waste originates.
Upon receiving the waste at the plant, approximately 50% of it is expected to go through processing: around 40% will be used for the production of techno-soil, while 14.6% will be transported to recycling facilities across Russia. The amount of waste directed to landfills should be cut in half.
With licensing complete, the plant will need to implement operational safety and environmental measures, commission and test its systems, and initiate waste processing as it moves toward full operation. Regular monitoring and reporting will be essential to ensure regulatory compliance. Transparency and engagement with the local community and stakeholders will also be crucial to maintaining trust as Tomsk takes a giant step forward in waste management!
