In a move that could potentially improve the commuting experience for schoolchildren in Cebu City, the local council is considering the installation of bus stops near major educational institutions. The University of the Philippines at Cebu and other nearby schools have been identified as potential locations for these stops, though a detailed list of schools has yet to be released.
The council is advised to prioritise schools with high student populations and difficult pedestrian access, as these institutions are likely to benefit most from the addition of bus stops.
There might be studies supporting the placement of designated bus stops near schools, which could further bolster the case for their installation.
Currently, the majority of passengers on provincial buses at the Cebu South Bus Terminal are heading outside of the city. However, there are instances where these buses make unscheduled stops before leaving the city's borders, which they are not supposed to do.
Cebu City Mayor Nestor Archival made an exception to a ban on provincial buses due to an appeal from Gov. Pamela Baricuatro. This exception allows stops at only two locations, but there are other colleges in the area that could benefit from designated bus stops.
According to the Land Transportation Franchising and Regulatory Board, the franchises of provincial buses are point-to-point, from their origin to the Cebu South Bus Terminal. However, the current situation in the city's southern region is characterized by traffic buildup, with the excessive number of vehicles on the road being a significant contributing factor.
Indiscriminate bus stops are said to contribute to as much as 60-70 percent of traffic buildup, according to Mayor Archival. This is in contrast to the mayor's claim that vehicles making turns have a greater effect on traffic.
Mayor Archival's change of heart could be due to recognizing this traffic issue, as placing designated bus stops near or in front of schools could potentially improve the situation and make everyone happier. Only a few city-bound passengers alight along the city's southern corridor, and instances of provincial buses picking up passengers along the way are few and far between.
The exception made on behalf of commuters, particularly students, affected by the ban could mark a shift towards common sense over ego in the city's traffic management. It remains to be seen whether the installation of bus stops near schools will become a reality, but the potential benefits for students and the wider community are clear.
