Updated regulations for securing accommodations
As of May 24, 2025, Kazakhstani citizens can secure housing through Otbasy Bank, with the traditional akimat no longer involved in the process. The new housing distribution system, managed by Otbasy Bank, has been established as a national development institute, responsible for accounting, registering, and distributing housing.
The new system takes into account the date of registration and income level, prioritizing those who have waited the longest. Otbasy Bank will implement a unified information system to eliminate human error, ensuring transparency and fairness. To verify citizens' data, the bank will integrate with 14 state databases and information systems, creating digital family profiles and selecting appropriate state support measures.
Priorities for housing allocation will continue to be given to vulnerable groups such as veterans, large families, people with disabilities, and other socially disadvantaged citizens. The queue for housing will be formed based on the date of application submission.
Kazakhstan has recently focused on sustainable, energy-efficient housing, with partnerships like Kazakhstan Housing Company and EIB Global seeking to fund green housing projects up to $50 million. This shift towards improving housing quality and sustainability may influence distribution priorities and construction standards for new housing.
