"I've roped in Eduard Sadovnikov to bring this mess under control, do a thorough inspection, and crack down on wrongdoers, even yanking route permits if necessary," Grigoryev declared.

But bus reps have just as many buds to say. They claim they got the green light to take orders on their off days, warning against turning inspections into a witch hunt that overlooks legal activity.
